We are pleased to inform you that, a Quality Protocol for processing fuel oil (PFO) from waste lubricating oil can now move towards full implementation. In setting out the way forward our aim is to remove uncertainties, ensure regulatory clarity and to encourage investment.
The proposed Protocol has been subject to consideration at a European level under the requirements of the Technical Standards and Regulation Directive 98/34/EC and also by World Trade Organisation - this latter requirement being in order to examine the proposal for any potential barrier to international trade. During the process the UK Government received some comments which are being addressed. Together with the support of Defra we are proceeding to the Protocol's finalisation and implementation in England and Wales.
We envisage a three stage process to get us to implementation beginning immediately:
- The further development of the required outstanding test methods for metals
- Managing the transition period in moving from the current interim quality standard (to)
- Full implementation against an updated Quality protocol.
In the interests of openness and transparency, it's important to us to keep you informed. We will be working closely with producers, users and their respective trade associations over the coming month to formulate and publish a timetable that itself will be widely communicated.
