Approved Supply List no Longer in Use to Classify Hazardous Waste

The Environment Agency's Technical Guidance WM2 advises on the interpretation of the definition and classification of Hazardous Waste.   It uses a number of pieces of legislation and guidance including the Approved Supply List.  

A new European Regulation (1272/2008) on the classification, labelling and packaging of chemicals was adopted by Europe in December 2008 (the CLP Regulation). The Globally Harmonised System for chemicals will be implemented in stages between now and 2015.   The Chemicals (Hazard Information and Packaging for Supply) Regulations (CHIP) 3 was replaced by CHIP 4 in April 2009 to adopt this into UK legislation.  

The immediate changes are:

•  The Approved Supply List is no longer used for chemical classification.

•  The Approved Classification and Labelling Guide has been reissued.

•  Test methods are now found in the Annex of European Regulation 440/2008/EC, which sets out the test methods under the Registration, Evaluation and Authorisation and Registration of Chemicals (REACH) Regulation.

Table 3.2 of Annex VI of the CLP Regulation must now be used to classify hazardous waste.
