Sandusky's recycling dilemma: Save jobs or save money for customers?

City officials in Eire County Solid Waste District are struggling to implement a kerbside recycling program.   Residents could save $1.2 million per year if the city institutes one-haulier, kerbside recycling.   But the city has at least 19 hauliers and bidding out the program to one haulier could result in others going out of business.   It's a question of whether to support local businesses or save residents money.
