One month into Concord's pay-as-you-throw program, recycling in the city has skyrocketed and the volume of waste generated has significantly decreased. This is due to the city implementing a new program requiring residents to throw out their general waste in purple bags that cost $1 or $2 each. However, materials for recycling are collected for free. According to a report by General Services Director Chip Chesley, the volume of solid waste thrown out in July dropped by 45 percent compared with last July. Last month, city residents threw away 770 tons of general waste, compared with 1,395 tons in July 2008. At the same time, recycling volume is the highest it's been in the past year, according to the report.
