Charge on Single-Use Carrier Bags to come into Force

Environment Minister Jane Davidson has told Welsh Assembly Members that a charge on single-use carrier bags will come into force by early 2011. The Minister announced: • Draft regulations outlining how the charge will work will be published in Spring 2010; • A steering group is to be set up to advise on the content of the regulations; • The development of a voluntary agreement regarding the use of the receipts from a charge. Retailers will manage both the collection of the money and its distribution, having accounted for their own administrative costs; and • Primary packaging for meat and fish for hygiene reasons or primary bags used for the sale or supply of medicines will be excluded from the charge.
